Achmea Real Estate has acquired 517 homes in the SoZa regeneration project from VORM on behalf of PME Pensioenfonds, including 114 student homes.

The purchase covers three buildings with 114 student homes, 135 mid‑range rental homes and 268 private‑sector rental homes, plus approximately 1,580 sq m of commercial and community space. The buildings form part of the first phase of the redevelopment of the former Ministry of Social Affairs site in The Hague's Central Innovation District.

The zoning plan has been finalised and the site has been handed over, allowing demolition of the existing building and the first‑phase works to proceed. Completion is scheduled for 2030.

Strategic context

For PME, the acquisition adds long‑duration residential exposure across several tenures while addressing housing demand in a highly accessible urban district. The student component gives the pension fund targeted exposure to an undersupplied segment within a diversified scheme. The transaction brings Achmea Real Estate's 2026 investment volume on behalf of clients to more than €500 million.

For VORM, securing institutional capital for the first phase reduces delivery risk across the wider regeneration of nearly 1,200 homes.
