Participating lenders will use the facility to finance the construction of new rental homes and the renovation of existing homes for rent. The agreement establishes a framework for distributing funding to projects but does not specify how many homes will be built.
Strategic context
The EIB has already supported Portugal’s affordable housing programme with €1.34 billion and its social housing rehabilitation programme with €1.5 billion. IFRRU 2030 extends that support to privately owned homes, allowing developers and landlords to seek funding through participating lenders rather than relying on municipal housing programmes alone.
